ong we were tied but there was no food and or water left for us. Sadly, my condition was worse than my brother, so the Homeowner surrendered me to the PA State Police and kept him which I was grateful. I was taken to the PA SafeHaven Team and they named me Billy after the officer. I am healed, healthy, vaccinated and neutered and ready to start the next chapter in my life. I am definitely starting to come out of my shell and love to be around people. The Staff says that I am a happy go lucky pup.
