elter being over 100% capacity. In the case of an owner surrender, there is no requirement for a hold period since no one was coming to look for him. This little dude was really set up and not in a good way. The people that turned him in had originally found him and planned to keep him and care for him. When they had a change of heart, he was carted off to the shelter. Needless to say, he is a bit on the shy side but seems to be warming up quickly. When we saw him come out on the list, we acted fast to get him to safety. He came into rescue on March 9th so we are still getting to know him.
